Prepared for CARE and Oxfam–America, this paper aims to provide a brief
overview of efforts to implement a rights–based approach (RBA) to
development work. It emphasises that the field is characterised by a glut
of discussion and theoretical papers, and a dearth of operational
experience. The paper therefore sets out to identify the available
resources – which often require much digging to find – and those groups
that have made most progress in this area.
The authors give an overview of the organisations working with rights and
development, dividing them into two broad categories: advocacy groups
working with economic, social and cultural rights (‘ESCR Groups’) and those
working on development generally, with a specific social sector or on a
particular development issue (‘Development Groups’).
The final section provides a framework for categorising resources relating
to RBA, with an overview of what materials are available. Combined with
the extensive bibliography, this is a useful reference for anyone getting to
grips with the field.
