outcome of the Special Session.
The Children and Armed Conflict Caucus delivered an oral statement to
the Preperatory Committee for the UN General Assembly Special Session
on Children. Dated 31 January 2001. Delivered by Rory Mungoven,
Coalition to Stop the Use of Child Soldiers. The caucus stresses the
following issues as priorities for the outcome of the Special
Session.

* Education is child protection.

* Youth participation in humanitarian response and peacebuilding.

* Universal adoption of norms and standards.

* Improve monitoring and reporting on violations.

* Mechanisms for accountability.

* Institutionalise action by UN Security Council.

* The NGO caucus also calls for children and armed conflict
issues to be given a special and explicit place on the agenda of the
Special Session.

The Children in Armed Conflict Caucus met daily during the second
PrepCom. The discussion included: monitoring and reporting on abuses
against children and adolescents, education in emergencies,
adolescents/youth participation in humanitarian response and peace-
building, the effect of HIV/AIDS on war-affected children and
adolescents, protection and assistance for refugee children and
adolescents, and protection and assistance for internally displaced
children and adolescents, follow-up to Winnipeg conference on war-
affected children, the Accra conference on war-affected children in
West Africa, and others.

The group is especially interested in regional NGO perspectives
and priorities.

Participants in the caucus reviewed the draft outcome document to
ensure it addresses the situation of war-affected children and
adolescents.
