Concluding Observations and Recommendations on the Initial Report of the Central African Republic

Summary: This report compiles all mentions of children's rights in the Concluding Observations of the African Commission on Human and Peoples' Rights.

The CAR Report was presented by a Delegation led by Minister of State, Minister of Justice and Human Rights, Special Adviser to the President of the Republic.

The Commission raised concerns about:

  • The situation of vulnerable groups in general and in particular that of women,

    children and indigenous populations/communities and human rights defenders

    remains precarious and the Report does not also give enough information on the

    measures actually taken for the promotion and protection of the rights of these

    vulnerable categories of the CAR population . (Paragraph 14)

 

The Commission recommended that the CAR:

  • Take the necessary steps towards the ratification of the Protocols to the African

    Charter on Human and Peoples’ Rights on the Rights of Women and on the

    Establishment of an African Court on Human and Peoples’ Rights as well as the

    African Charter on the Rights and Welfare of the Child; (Paragraph 23)

  • Put in place a prison for juvenile offenders; (Paragraph 27)

  • Facilitate access to education especially for girls and their stay in school; (Paragraph 28)
