children will have lost their mothers to AIDS. Learning how to
respond to these children before the parent's death--to decrease the
numbers of children entering foster care and increase permanency--is
the primary focus of this guide. These agency practice and policy
guidelines describe and analyze programs designed to place children
with adoptive and extended families before a parent's death.
