The Carlile Inquiry - Treatment of Children in Institutions Unacceptable

Summary: An independent inquiry by Lord Carlile of Berriew QC into physical restraint, solitary confinement and forcible strip searching of children in prisons, secure training centres and local authority secure children's homes.

On Monday 19th April 2004, Gareth Myatt, a 15 year old, seven stone boy died whilst being restrained by officers in Rainsbrook Secure Training Centre. 

Responding to this tragedy, the Howard League for Penal Reform called for

  • the immediate suspension of the three staff involved, pending the outcome of an independent investigation
  • called for the suspension of the unit manager and their replacement with a local authority social services manager
  • offered to conduct an independent investigation into the use of restraint, solitary confinement (segregation) and strip searching for children in penal institutions

Lord Carlile of Berriew QC has lead that inquiry - the terms of reference being:  To investigate the use of physical restraint, solitary confinement and forcible strip searching of children in prisons, secure training centres and local authority secure children?s homes and to make recommendations.

Since the Inquiry was launched, there have been another death of a child. Gareth Price, aged 16, died on 20th January 2005 whilst being held in the segregation unit of Lancaster Farms YOI.
