INDIA: Children in the Driver's Seat (23 January 2006)

Summary: In November 2004, we (CWC ) received a request from the University of Durham-UK to participate in a study on children’s mobility and access to education, health and other facilities. This was to be conducted in rural areas of three countries: Ghana, South Africa and India.

Over the past few years, with a view to strengthen the process of decentralisation, the Government of India has been attempting to invigorate the participation of civil society in decision-making processes with regard to policy and governance. 

 

However, lack of political will and expertise on the part of the government led to its failure.

 

In 2004, a unique revolution took place in Karnataka state; for the first time in history, children not only participated, but also led the way for adults to participate, in the 10th National Five-Year planning process, in all 56 Gram Panchayats of Kundapur Taluk, Udupi district.
