- CONVENTION ON THE RIGHTS OF THE CHILD: New Reference Work [publication]

Researchers from the IAP Research Network on Children's Rights have started editing a new Series: a "Commentary on the United Nations Convention on the Rights of the Child". The Commentary is legal in nature and provides an article by article analysis of all substantive, organisational and procedural provisions of the Convention on the Rights of the Child and its two Optional Protocols.

For every article, a comparison with related human rights provisions is made, followed by an in-depth exploration of the nature and scope of State obligations deriving from that article. Each chapter is written by an expert in the field of human rights.

The commentary is widely needed by actors in the field of children's rights, including academics, students, lawyers, judges, grass roots workers, governmental, non-governmental and international officers. A better understanding of the Convention's provisions will further the realisation of children's rights in all parts of the world.

The Commentary is published by Brill Academic Publishers as a part-work, and when completed, aims to offer the subscriber the most comprehensive and practical reference work currently available on the United Nations Convention on the Rights of the Child.

Each Article will be produced as a separate fascicle consisting of (on average) 40 pages, and will follow a clear and standard layout; fascicles will be produced in paperback form, and will be published and sent to subscribers on a monthly basis from October 2005 onwards.

- COUNCIL OF EUROPE: Election of the Commissioner for Human Rights [news]

[STRASBOURG, 23 September 2005] - Intercultural and inter-religious dialogue will be one of the main issues discussed at the autumn session (3-7 October 2005) of the Council of Europe Parliamentary Assembly (PACE).

"Education and religion" will be the theme of a debate on Tuesday 4 October in which Ekmeleddin Ihsanoglu, Secretary General of the Islamic Conference, will take part, while a debate on "Women and religion" in Europe will include a statement by Asma Jahangir, United Nations Special Rapporteur on Freedom of Religion or Belief.

On the same day, an address by the Spanish Minister for Foreign Affairs and Co-operation, Miguel Angel Moratinos, will concern, among other things, the United Nations plan for an Alliance of Civilisations.

PACE will also elect the next Council of Europe Commissioner for Human Rights. The three candidates are Thomas Hammarberg (Sweden), Marek Antoni Nowicki (Poland) and Marc Verwilghen (Belgium).

Debates are due to be held on "Forced marriages and child marriages", "Enforced disappearances", "Serious human rights violations in Libya - inhuman treatment of Bulgarian medical staff" and "Language problems in access to public health care in Brussels - Capital region in Belgium".

Other debates on the agenda include "Honouring of obligations and commitments by Ukraine", "Functioning of democratic institutions in Moldova", "The Council of Europe and the European Neighbourhood Policy of the European Union", "The costs of the Common Agricultural Policy" and "The OECD and the world economy" (with the participation of OECD Secretary-General Donald J. Johnston).

PACE may hold a debate under urgent procedure on "Europe and bird flu - preventive health measures" (urgent and current affairs debates must be approved by PACE at the opening of the session).

Thomas Hammarberg has worked in the field of children's rights for many years. From 1991-1997, he was a member of the UN Committee on the Rights of the Child. He was also Secretary General of Save the Children Sweden for 6 years, and was the personal representative of the Swedish Prime Minister for the UN Special Session on Children in 1999-2002. - EUROPE: Position of Socially Excluded Children in the EU Policy Process [event]

Eurochild AISBL is an international network of organisations and individuals working in and across Europe to improve the quality of life of children and young people. Its work is underpinned by the principles enshrined in the United Nations Convention on the Rights of the Child.

Eurochild has organised a conference on "The Position of Socially Excluded Children in the EU Policy Process" to be held in November in Belgium. The Conference will be held in the framework of the publication of the first draft of the Communication on the Rights of the Child by the European Commission in autumn 2005.

Taking into consideration this and other important developments at EU-level related to children and their rights, the aim of the Conference will be to examine whether children, and in particular the most socially excluded ones, are taken into account in the EU policy process. If yes, in what context they are mentioned and thirdly whether they are included in the decision-making process on issues concerning them.

It will also mention Eurochild AISBL's activities in the field of social inclusion of children and in particular the work done by the Steering Group assessing the Implementation Reports of the National Action Plans on Social Inclusion (NAPs/Incl).

The conference will start with the broader subject of children's rights within the European Commission and the need to mainstream; to be narrowed down to social exclusion and poverty of children.

On 15 November 2005, the Conference is going to be followed by a Policy Forum which will be open to Eurochild AISBL's member organisations and candidate members only.

- SEXUAL TOURISM: 17th Meeting of the Task Force [consultative meeting]

The Task Force to Protect Children from Sexual Exploitation in Tourism, is holding its 17th consultative meeting in London on 14 November 2005 (2:30 - 5:30 pm), in connection with this year's edition of the World Travel Market (WTM).

This Task Force meeting will feature both a thematic session on "government policies to combat the sexual exploitation of children in tourism" (SECT) and a reporting session open to tourism industry and NGO representatives who wish to report on current actions to prevent SECT. This session is designed to provide opportunities for participants to interact and exchange experiences on ways to prevent and combat this practice.

Representatives and focal points of national tourism administrations (NTAs), as well as representatives of the tourism industry, NGOs and the media are encouraged to join this meeting and report on measures taken and challenges that lay ahead. Their contribution is essential to support the objectives and consolidate the actions of the international campaign against sexual exploitation of children in tourism.

- CHILD LABOUR: International Child Labour Norms and Practices [course]

In the framework of the Master of Advanced Studies in Children's Rights (MCR), a two year post-graduate training programme on children's rights, the 4th Module will present and discuss child labour, working children and international child labour norms and practices.

In addition to the regular MCR students, a maximum of five persons will be accepted to participate at this module as a 'free auditor'.

This module will be held at the Institut Universitaire Kurt Bösch (IUKB), in Sion, Switzerland from 21 to 26 November 2005. The fees to participate as a free auditor to Module 4 of the MCR amount to 1.500 CHF (app. 1.000 EUR / 1.000 USD).

Application deadline: 31 October 2005.
