Children's Ombudspersons

The Ugandan Human Rights Commission has a Constitutional basis under articles 51 and 58 of the Constitution of Uganda, in which its powers and duties can be found. In its 2005 Concluding Observations, the Committee on the Rights of the Child praised the Commission for its "remarkable work ... in the field of monitoring human rights violations", but expressed concern at the absence of a specific department for dealing with children's rights and the lack of adequate financial and human resources. The Committee recommended that the State establish a separate department or mechanism to independently monitor the implementation of the Convention on the Rights of the Child, and include within the new department's mandate the power to receive and investigate complaints from or on behalf of children with regards to alleged violations of their rights.
