Following on from the June report 'Children in Armed Conflict', this
paper identifies current gaps in international protection standards
and argues the need for a stronger legal and moral commitment to
preventing children from being used as child soldiers. It calls upon
the Government to play a proactive role in the Optional Protocol
debate and to commit itself to raising the age of recruitment to 18.
