Children's Ombudsperson The Swedish Children's Ombudsman, operating under the Children's Ombudsman Act (1993:335), undertakes many functions in implementing children's rights, including participating in public debate, promoting interest regarding child rights issues and influencing the attitudes of decision-makers and the public. Nevertheless, in its 2009 Observations, the Committee on the Rights of the Child expressed its concern that children cannot address their individual complaints to the Ombudsman, and further recommended that the State ensure that the office is made clearly independent from the Government.
