"Sexual exploitation of children is a global phenomenon which,
although varying in intensity, is found in both developing and
developed countries. Among the international mechanisms for
monitoring sexual exploitation of children, the Special Rapporteur on
the sale of children, child prostitution and child pornography, who
reports annually to the Commission of Human Rights, has particular
relevance. The writer was appointed Special Rapporteur from 1990 to
1994 and parts of this study are drawn from experience and findings
during that period."
