ENSACS SUMMARY OF THE PUBLICATION
European Commission Network on Childcare
This report should be read in the context of an emerging EU
policy on childcare services, which includes provision for school-
age children. The Council Recommendation on Child Care,
adopted in March 1992, sets down a number of principles for all
childcare services including: affordability; combining "reliable care
with a pedagogical approach"; accessibility to children with
special needs; flexibility and responsiveness to parents´ needs;
and traning for workers, both basic and continuous, that is
"appropriate to the importance and the social and educative
value of the work". These principles provide a useful framwork for
assessing the adequacy of corrent services for school-age
children as desceibed in this report.
