The Rwandan Experience of Fostering Separated Children

Summary: Following the Rwandan genocide &
civil war in 1994, fostering has been
promoted by the government &
NGOs as the preferred option for
younger children who are unable to
return to their families. Fostering is
set within the legislative context of
other types of care for children, e.g.
adoption & guardianship.
