Summary: PRTs are joint teams of international civilian
and military personnel, operating at the
provincial level throughout Afghanistan, that
undertake activities in the areas of security,
reconstruction, support to central governance
and limited relief operations. This study seeks to analyse more fully the implications of the
PRTs on humanitarian agencies and humanitarian assistance in
the country. The research was motivated by Save the Children
UK’s concerns that PRTs: (i) represent a second-best option for
enhancing security; and (ii) blur the distinction between
