NGOs working together towards the UN General Assembly Special
Session on Children

From 19 to 21 September 2001, the UN General Assembly will
convene a Special Session to review the achievements of the
goals of the 1990 World Summit for Children and to finalise an
action plan for children for the next decade.

The UN meeting will be the first real opportunity in ten years to
move child rights to the top of the world agenda. More than
3,500 non-governmental organisations (NGOs), child advocates
and young people will meet together with government leaders
and Heads of State.

The real challenge to NGOs, young people and other parts of civil
society will be to ensure that the UN General Assembly and
Member States make a commitment to real action that can be
monitored and measured. NGOs should discuss with their
governments how to ensure the development  of a simpler and
more effective action plan, with ambitious timetables and
strategies.

The draft  action plan to be agreed at the Special Session is being
discussed at a preparation meeting for the Special Session from
January 29 to February 2. At that meeting Governments have
joined NGOs in calling for a shorter, more succinct action plan.

The Child Rights Caucus, which represents many  child rights
NGOs present at that meeting, has urged governments to use
the Special Session as an opportunity to build on progress in
implementation of the Convention over the last decade and to
achieve related commitments from the World Summit for Children
and other international meetings during the 1990s. The third and
final meeting of the Preparatory Committee will be held from June
11 to 15, 2001.

The Child Rights Information Network (CRIN) aims to facilitate
networking amongst child rights organisations for the Special
Session on Children and its preparatory meetings. This includes
providing national NGOs with more information about country and
regional-level activities, and supporting caucuses, national
coalitions and other groups in making their information more
accessible throughout the child rights community.
