NATIONAL COALITION PROFILE
JORDAN - THE NATIONAL COALITION FOR CHILDREN (NCC)
Jordan ratified the Convention on the Rights of the Child in 1991 and
submitted its initial report to the UN Committee on the Rights of the
Child in 1993. In 1998 the Jordanian Government submitted its second
report for consideration by the Committee. NCC's Formation and
Membership After a series of events organised by the NTFC with
organisations that are now NCC members, the network was launched on
December 8, 1997 under the patronage of H.M. Queen Noor.
The National Task Force for Children (NTFC) is a core and founder
member of the National Coalition for Children (NCC), which is a
voluntary association made up of international agencies, NGOs,
government and private agencies, social and cultural
institutions including the media, community organisations and
individuals both adult and children. Membership to NCC is open to all
organisations, groups and individuals who have demonstrated a
commitment to children's rights and well being. In December 1999
NCC reached a membership of 560.
Mission, Mandate and Goals
The NCC mission is to facilitate, initiate, co-ordinate, sustain and
accelerate the development of high quality activities which enhance
children's rights and well being.
Their mandate and goals are:
1. National advocate - To be an advocate for child rights in Jordan
2. Networking - To establish and maintain and effective communication
network throughout and beyond NCC
3. Monitoring - To ensure the implementation of the Convention.
4. Awareness raising - To raise awareness on children's rights issues.
5. Programme implementation - To devise and implement programmes to
enhance children's rights and well-being
6. Fund-raising - To carry out fund raising activities for the NCC.
To fulfil this mandate and goals NCC is addressing several thematic
issues such as health, child labour, children in poverty, and early
childhood education to name a few.
Structure and Governance
The NCC has eleven thematic sub-groups that are closely linked with
the thematicinterests of NTFC. These subgroups are education, health,
child abused, sports, recreation, culture, environment, legislation,
local community, family and children with special needs. NCC's wide
and large membership serves an important function for research, as
they easily have access to the source of grassroots information.
Therefore NTFC research sections depend a great deal on NCC's
thematic subgroups. NTFC also carries out the governance functions
and secretariat services for the coalition. In collaboration with
NTFC's expertise, the Jordanian coalition also undertakes strategic
planning for advancing children rights. Partnership and Funding
given NCC's wide ranging membership the coalition works with an
equally wide ranging set of organisations, institutions, community
organisations and individuals. Most of the coalition's funding come
from donations by members who derive tax-free concessions,
sponsorships and fundraising activities.
Challenges
With such a large membership NCC is challenged to keep the momentum
of work high and well co-ordinated. The NTFC is giving priority to
this effort and is utilising their technical and financial resources
to meet this challenge. Some of the programme goals are:
- To establish an electronic networking system that will enable NCC
members to have easier access to a wide range of databases,
electronic libraries and other sources of information regarding
children, their situation and services
- To carry out advocacy activities through the media to get wider
public attention and response to children's issues.
- To do further training of members for the promotion of the CRC
- To conduct also training activities for local communities and
parents.
- To continue to conduct research on children's issues.
