Children's Ombudsperson The Office of the Ombudsman was established by the Ombudsman Act 1990. In its Concluding Observations of 2012, however, the Committee on the Rights of the Child expressed concern at the limited staff and resources provided to the Office, and that staff had not received any specific training on children's rights, which “severely constrained the capacity of the office to monitor and respond to violations, as reflected by the small number of children's complaints before the mechanism." The Committee urged the State to establish a children's rights division within the Office of the Ombudsman that would be responsible for monitoring children's rights violations and addressing children's complaints in a child-sensitive manner.
