Summary: The Monaco conference on 4 and 5 April launched the three-year programme “Building a Europe for and with Children” (2006 - 2008). ''Adults should stop regarding children as ''mini-people'' with ''mini-rights''. Children ought to be aware that conventions and rights exist, and it should be made easier for them to rely on these'', Deputy Secretary General Maud de Boer-Buquicchio said at the opening of the conference in Monaco on 4-5 April. Chaired by HRH Princess Caroline of Hanover, the conference launched a three-year action plan designed for the 155 million children of Europe. The conference brought together participants from governments and parliaments, bodies championing the rights of the child, international organisations, and young people aged 14 to 18. The programme is part of the Plan of Action adopted by the Heads of State and Government at the Warsaw Summit (May 2005). Its objective is to help decision-makers and others concerned to implement general policies on awareness-raising, information and prevention, in order to uphold and further children's rights generally and especially their right to be protected against all forms of violence.
