Summary: Information about institutions in Madagascar that monitor children's rights.
Children's Ombudspersons The National Council for Human Rights (NCHR) was established in 2008 (Law No. 2008-012), but as of the 2012 Concluding Observations of the Committee on the Rights of the Child, was not operational. The Office of the Ombudsman has a mandate limited to public administration matters and does not consider complaints from children. The Committee on the Rights of the Child has recommended that the State act quickly to ensure that the NCHR becomes operational and systematically monitors the rights of children. The Committee has also recommended that the State review the mandate and operation of the Office of the Ombudsman to consider how children could have greater access to the institution.
