Summary: >1 million people are internally
displaced in Iraq & 100s of 1000s
have already fled. In a 01/2003 trip
to Jordan, help for Iraqi refugees
was poor & many don’t use UNHCR
services for fear of Iraqi spies. Most
Iraqis still in Iraq depend on the Iraqi
state & family in Jordan/other
countries for help. Disrupting these
paths of help could be life-
threatening. The Women's Commission is calling on the U.S. & other donor
countries to respond immediately to UN appeals for funding to
conduct essential contingency planning & to ensure that the Oil
for Food program quickly adapts to the needs of Iraqis in a post-
Saddam Iraq. The U.S. must also be prepared to provide
immediate assistance in an environment where the risk of
