Children's Ombudsperson

Under the “Protecting the rights of the child and establishing monitoring mechanisms” pilot project, Kazakhstan set itself the goal of instituting a children's rights Ombudsperson in every region of the country. In 2007, however, the Committee on the Rights of the Child expressed concern that the existing Office of the Human Rights Commissioner and the Office of the Ombudsman were “not vested with the authority to receive and investigate individual complaints of violation of the rights of children”. The Committee also expressed concern at the lack of independence of the Ombudsman's Office and that it did not have a legislative or constitutional foundation, and urged the State to vest these bodies with a clear mandate to monitor children's rights and implement the Convention, as well as establishing a child-friendly complaints mechanism.
