Children's Ombudsperson
In its Concluding Observations of 2002, the Committee on the Rights of the Child noted that Open Line, the Ombudsman for the Ministry of Health and a number of other complaints mechanisms were accessible to children, but expressed concern that these mechanisms were not sufficiently coordinated to address violations of children's rights. The Committee also expressed concern at the absence of an independent mechanisms with a mandate to regularly monitor and evaluate progress towards the implementation of the Convention. The Committee urged the State to improve coordination between the existing complaints mechanisms and to consider the establishment of an independent national human rights institution to monitor and evaluate progress towards to implementation of the Convention.
