This study focuses on Article 4 of the Convention on the Rights of
the Child, which requires governments to implement economic, social
and cultural rights "to the maximum extent of their available
resources". A summary of the book Implementing the Convention on the
Rights of the Child: Resource Mobilization in Low-Income Countries
published in 1995 by Martinus Nijhoff, the study stresses the
importance of a broad interpretation of "resources" to include not
just economic resources but also the vast stocks of human and
organizational resources that are very often "available" but go
untapped. Applying economic theory to children's rights issues, the
study also investigates briefly ways in which resources can be
mobilized more effectively to help fulfil children's rights to
health, nutrition, education and protection from economic
exploitation.
