Removing user fees has proven to be an effective strategy to increase access to healthcare in Uganda and other countries, fee removal combined with other health policy reforms resulted in dramatic improvements in the utilisation of health services.
These reforms helped poor people in particular to gain access to health services, and contributed to better health equity.
This is a guide for policy-makers and technical staff in developing countries who are considering removing user fees. it sets out a five-step process to successfully implement a policy to remove user fees.
