Children's Ombudsperson

Finland has both a Parliamentary Ombudsman (Act 1224/1990) and an Ombudsman for Children (Act 1221/2004). While the Parliamentary Ombudsman is empowered to receive complaints relating to violations of children's rights, the Ombudsman for Children is responsible for monitoring policies affecting children. While not criticising this division of powers, the Committee on the Rights of Child has recommended that Finland take steps to raise awareness of the complaints procedure, particularly among children.
