The UN High Commissioner for Human Rights' 2005 Plan of Action called for the creation of a unified standing treaty monitoring body. The University of Nottingham's Human Rights Law Centre (HRLC) has been greatly involved in the subsequent debate about the nature of Treaty Monitoring Body Reform. In November and December 2005, HRLC produced a series of background papers for the Office of the High Commissioner to assist in producing proposals for reform. In February 2006, HRLC convened an Expert Workshop on Reform of UN Human Rights Treaty Monitoring Bodies, and produced a report of the workshop findings. Through HRLC co-director, Michael O’Flaherty, HRLC continues to be an active participant in the reform debate and the Nottingham workshop report has been presented at high-level meetings on treaty monitoring body reform and widely distributed. In 2007, the Human Rights Law Review will produce a special issue devoted to the reform debate.
