Children's Ombudsperson

The 2008 Constitution of Ecuador designates the Ombudsman as a legal entity with organisational and financial autonomy, decentralised to cover each province. In this vein, Ecaudor currently has over 500 community Ombudsman offices tasked with protecting rights that may be threatened or violated by government institutions or authorities. These offices have the power to investigate and report on potential violations.

However, the Committee on the Rights of the Child was “concerned that the Ombudsman has not yet set up specialized arrangements to cover child rights or make its services available to children”, and that it only has one office devoted specifically to the Protection of Women and Chidlren's Rights. To resolve these issues, the Committee recommended that a specialized office on children's rights be created within the Office of the Ombudsman to monitor the implementation of the CRC and its two Optional Protocols.
