Children's Ombudsperson At the time of Djibouti's 2007 report to the Committee on the Rights of the Child, the National Human Rights Commission was being established, with a Sub-Commission for the protection of the rights of the child. The Sub-Commission was to be tasked with monitoring the implementation of the Convention, but the Committee on the Rights of the Child expressed its concern in its subsequent Concluding Observations that the body would not be independent nor adequately resourced. The Committee also expressed concern that there would be some overlap between the Sub-Commission and the Office of the Ombudsman. The Committee recommended that the State establish an independent body to not only monitor the implementation of the Convention, but also to investigate complaints from, or on behalf of, children about violations of their rights.
