Summary: This report is the result of an
investigation into the conditions of
minors in prisons throughout Central
Luzon. It is based on the testimonies
of child and youth prisoners ranging
from 12 years to 17 years old, court
records, and other pertinent
documents. It cites substantial
evidence that the human rights of
these children are regularly violated.
