In november 1997 the Dutch Coalition for the Rights of the Child in Armed Conflicts organised a Conference on Child Soldiers. At the conference speeches were given by Olara A. Otunnu (special representative of the secretary-general of the UN for children in armed conflicts), Eylah Kadjar-Hamouda (Terre des Hommes, NGO- group for the Convention on the Rights of the Child), Wambui Njuguna (ANPPCAN-Kenia), Hans Romkema (Save the Children project coordinator in South-West Rwanda) and a Rwandan refugee. At the end of the conference the Declaration of The Hague on Child Soldiers was being adopted by the Dutch Coalition for the Rights of the Child in Armed Conflicts. The declaration consists of 12 recommendations concerning the recruitment and treatment of child soldiers.
