Summary: This issue deals with article 23.
Yugoslavia has a traditional approach
to children with disability, i.e. this
is not discussed openly and, as a rule,
is a family problem. YUCRC is
advocating an approach entailing
participation of children with special
needs in all activities in order to
enable them to lead a dignified life.
