Children's Ombudsperson The Raonador del Ciutadà has a mandate that includes addressing individual complaints of Andorran citizens concerning the activities of the Government. In its 2002 Concluding Observations, however, the Committee on the Rights of the Child expressed concern that the office "does not have a clear mandate covering children's rights and violations and its existence is not known to children". The Committee encouraged the State to develop an independent and effective children's rights monitoring mechanism in full conformity with the Paris Principles, particularly ensuring that the body has a clear mandate to monitor the Convention, that it deal with complaints from children in a child-sensitive and expeditious manner, and that it is capable of providing remedies for violations of children's rights under the Convention.
