The report, “Study on the Rapporteurship on the Rights of the Child of the Inter-American Commission on Human Rights” was commissioned by Save the Children and carried out by the Human Rights Clinic of The University of Texas School of Law (HRC) in cooperation with the Rapporteurship on the Rights of the Child (RRC) and the Inter-American Commission on Human Rights (IACHR). The HRC and Save the Children are profoundly committed to the objectives and advancement of the goals of the Commission, and believe in its ability to affect real, positive change in the Americas. The HRC and Save the Children have produced this report, aimed at providing analysis and reflections that might contribute to the strengthening of the RRC by capitalising on its existing core activities and developing new strategies. The objective of the Report is to identify and assess the current strengths and limitations facing the RRC, with the goal of prescribing a set of recommendations that could enable the RRC to more effectively fulfill its important mandate of promoting and protecting the rights of the children in the Americas. Based upon an exhaustive list of interviews, the HRC and Save the Children have prepared this report that incorporates the opinions of a diverse and experienced group of actors in the human rights, particularly the children’s rights arena. The Report ultimately found that the RRC is uniquely positioned to create and supervise a comprehensive children’s rights agenda that can be sustained throughout the Americas. By having a prioritised plan that effectively utilises the tools that the RRC has at its disposal and that views human rights through a children’s perspective, the RRC can guide and encourage individual countries, both governments and NGOs, not only to mutually discern the most pressing children’s rights issues, but more importantly, to develop effective solutions to these problems. We believe that the report serves as an important tool to assess the need for enhancing the cooperation and relations between States and the RRC, as well as the importance of States’ commitment to the RRC/IACHR mandate. Additionally, the report is especially instrumental in light of a new Rapporteur that will begin serving next year. We hope that you will find the report useful and that you will continue supporting the RRC.
