Over the past seven months, the Sphere Project has embarked on a series of local/regional and community/level consultations worldwide. The feedback from these consultations led by the Sphere Handbook revision focal points has informed the revised structure and content of the first drafts of the forthcoming edition of the Hahndbook. From January to March 2010, the revision process will enter its second consultation phase, with the objective of finalising the content and structure of the Handbook by end March 2010 for publication by end of the year. The draft texts for the following chapters are available for public review for a period of four weeks (13 January – 10 February 2010): - Humanitarian Charter The issues of Vulnerability, Context and Capacity Analysis as well as Protection are to be strengthened and enhanced in the upcoming edition of the Handbook. The first drafts of possible standards on Vulnerability and Protection are provided during this public review phase, however, the future structure and content will be decided following feedback during this public and peer review phase. A number of changes are being considered in this revision process including the re-structuring of the Standards in the following manner: 1) Standard 2) Key Actions 3) Core Indicators 4) Guidance Notes. This re-arrangement has the advantage of allowing a range of activities to be specified for each Standard, echoing the "action" theme of the Handbook. The draft text/chapters reflect feedback which has been received through local, regional and global consultations since June 2009. This round of consultation/public review will constitute the second phase of the revision process. The intention of this public review is to ensure that the draft texts of the 2010 edition are as widely disseminated as possible and that all views, feedback and input are taken into account in the developing the finalized version of the 2010 Handbook. All focal points leading on the revision process will be required to read and consider all comments and input submitted in the accompanying form. The content and structure of the draft texts are subject to change pending feedback during this public and peer review phase.
