Coordinates public policy on human rights and the National Plan of Action on Human Rights. Provides human rights training to public officials, law enforcement, local governments, coordinates the mechanism of protection to human rights defenders, journalists and justice officials and coordinates the preparation of the reports of the State in the bodies of human rights treaties.
