Uruguay is located in the South East of South America, bordering Brazil and Argentina and has advanced education and social security systems. After 12 years of military control, it returned to civilian and democratic rule in 1985. Its constitution currently provides for a system where the elected president has extensive powers, which are balanced by a two house legislature, and where public referendums are frequent. Modern day Uruguay has above average human rights standards for the region - including strong protections for LGBT rights - although it still has problems such as human trafficking and poverty, especially among African or mixed European-indigenous descendants.
