CRC General Comment

The Committee on the Rights of the Child (CRC) has decided to draft a General Comment on the right to health.

Article 24 of the CRC

The  General Comment will provide interpretation and analysis of Article 24, serving as a guide for States to implement children's right to health.

You can read the detailed scope and proposed structure of the General Comment here.

    Next CRC Session

    The 59th Session of the Committee on the Rights of the Child (CRC) will take place from 16 January - 3 February, 2012.

    The following States will be reviewed on the progress they are making in implementing the provisions of the CRC:

    • Azerbaijan    Cook Islands    Madagascar  
    • Myanmar   Niue Islands    Thailand    Togo

      The following States will be reviewed under the Optional Protocol to the Convention on the Rights of the Child on the sale of children, child prostitution and child pornography (OPSC):

        New guides on child participation

        As mentioned in the last CRINMAIL, the NGO Group for the CRC has launched two guides to facilitate child participation in reporting to the Committee on the Rights of the Child.

        Other News

        The Chair of the Committee on the Rights of the Child, Jean Zermatten, presented his annual report to the UN General Assembly at its 66th session, focusing on the rights of children with disabilities. Read the report here.

        In September, the Committee held an expert meeting to start  elaborating a General Comment on the business sector and the rights of the child. A paper highlighting the discussions, due to be released shortly, will help to determine the scope of the planned General Comment and frame its main issues.

        The Committee is also elaborating a joint General Recommendation / Comment on harmful practices with the Committee on the Elimination of Discrimination against Women (CEDAW). The deadline for contributions has now passed, however you can read submissions by NGOs here.

        An expert meeting on children living and / or working on the street, organised by the Office of the High Commissioner for Human Rights (OHCHR), took place in Geneva from 1 - 2 November. A broad range of organisations contributed to discussions on a number of themes as part of the consultation process, which follows the debate in March this year. OHCHR will be presenting a report to the Human Rights Council in due course.

        Finally, the Civil Society section of the Office of the High Commissioner for Human Rights (OHCHR) has released its latest treaty body newsletter, which includes: an update on the treaty body strengthening process, an interview with Mr. Régis de Goutte, Rapporteur of CERD, and an article on the adoption of the General Comment on Article 19 (ICCPR) by the Committee.
