DAY OF GENERAL DISCUSSION: Update on child participation

[LONDON, 25 July 2006] - The Committee on the Rights of the Child’s next Day of General Discussion on 15th September 2006 will be a key opportunity for children and young people around the world to inform and influence the Committee’s advice to governments on the implementation of Article 12 of the Convention on the Rights of the Child. 

An Interagency Planning group has been established, comprising Save the Children, ECPAT International, Plan UK, IFCO, CRIN and UNICEF, advising the Committee on the Rights of the Child on children’s ethical and meaningful participation in the Day of General Discussion, within the constraints and challenges such an international process creates.

The Interagency group is disappointed by the limitations placed on children’s involvement with the process (a probable maximum of 30 places being allocated to under 18s). However, the group also recognises that children and young people will be present in Geneva, albeit in small numbers, and is therefore committed to supporting, informing and enabling their participation within the space and opportunities available.

The group sees the engagement with the Day of General Discussion as part of a wider process and is in discussions with the Committee to explore children and young people's involvement, especially at the national and regional levels, to meaningfully influence the process of drafting the General Comment on Article 12. 

The interagency group will facilitate a two-day preparatory Open Forum from 13th through 14th September for children and young people under the age of 18. The forum will provide children and young people with information, time and resources to work together to prepare for their involvement in the Day of General Discussion.

CRC ELECTIONS 2007: Information for NGOs [publication]

The Committee on the Rights of the Child is composed of 18 independent experts with recognised competence in the field of human rights. Members are elected for a term of four years by States parties in accordance with article 43 of the Convention on the Rights of the Child. Members serve in their personal capacity and may be re-elected if nominated.

The next meeting of States parties will be held at the United Nations in New York in February 2007 to elect members to replace the nine current members whose terms expire on 28 February 2007. These are:

  • Ms. Alison Anderson (Jamaica)
  • Mr. Jacob Doek (the Netherlands)
  • Mr. Kamel Filali (Algeria)
  • Ms. Moushira Khattab (Egypt)
  • Mr. Hatem Kotrane (Tunisia)
  • Mr. Lothar Krappmann (Germany)
  • Mr. Norberto Liwiski (Argentina)
  • Ms. Awa Ouedraogo (Burkina Faso)
  • Ms. Rosa Maria Ortiz (Paraguay). 

A Fact sheet on the nomination and election procedures and the role that NGOs can play in these processes has been prepared by the NGO Group for the Convention on the Rights of the Child. The Fact sheet is also available in French, and will soon be available in Spanish.
