Children's Rights in the 16th Session

The 16th session of the Human Rights Council commenced on february 28th in Geneva, with the current situation in Libya dominating the agenda in the opening meetings.

Over the next three weeks, Special Procedure reports will be presented to the Council, Universal Periodic Review reports will be adopted and children working and / or living on the street will be the topic of discussion during the Day on the Rights of the Child. A number of side events will also be staged by NGOs and broader civil society.

This CRINMAIL highlights the key areas where children's rights will be on the agenda in the session.

The Day on the Rights of the Child

The topic for this year's day on the rights of the child, taking place on Wednesday 9 March, is children working and / or living on the street. Details of the side events staged by NGOs, statements submitted and the agenda for the day, can be found below.

    Agenda

    The Day will consist of two panels:

    Panel One (10am - 1pm)

    Theme: The root causes and factors leading children to live and/or work on the street.

    Panelists include:

    • Najat Maalla M'jid, Special Rapporteur on the sale of children, child prostitution and child pornography
    • Father Patrick Shanahan, President and Founding Member, Street Invest
    • Youth representatives: Sévérine and Wilfried from the African Movement of Working Children and Youth (Benin and Cameroun); and Mohammad and Tania, youth representatives from Plan supported Programmes (Bangladesh)
    • Paulo Sergio Pinheiro, Commissioner and Rapporteur on Children, Inter-American Commission on Human Rights.

    Panel Two (3pm to 6pm)

    Theme: The conditions of children living and/or working on the street: prevention strategies and responses.

    Panelists include:

    • Marta Santos Pais, Special Representative of the Secretary General on Violence against Children.
    • Abdul Khalique Shaikh, Deputy Inspector General of Police, Sindh, Pakistan
    • Marco Antonio Da Silva Souza, Director, Proyecto Meninos e meninas da rua Brazil
    • Susan Bissell, Chief, Child Protection Unit, UNICEF
    • International Programme on the Elimination of Child Labour (IPEC), International Labour Organization (TBC)

        Special Procedure presentations

        A number of reports will be presented by Special Procedure Mandate-Holders and Independent Experts during the course of the 16th Session.

          Sixteen States will have their UPR reports adopted during the HRC session, further to their reviews in November 2010.

          HRC Review

          The second formal meeting of the Human Rights Council Review concluded on february 24th. CRIN will be providing a full update on the outcomes of the review as soon as the information becomes available.


          15th Special Session

          On february 25th the Council convened its 15th Special Session, with the situation in Libya under discussion. By the end of the full day of discussions, the Council adopted Resolution S-15/L.1.

          The Resolution, adopted unaminously and without a vote, calls on the Libyan government to, among other things, immediately release all arbitrarily detained persons, stop attacks against civilians, cease intimidation, persecution and arbitrary arrests of individuals, ensure the safety of all civilians including citizens of third countries, cease blocking internet and telecommunications networks and to respect the popular will, aspirations and demands of the people.

          On March 1st, the UN General Assembly adopted by consensus a resolution that suspended Libya from the Human Rights Council.
