Summary: The report examines the evidence
behind the failing projects in
Bangladesh and Uganda and based
on the evidence predicts the likely
failure of a planned project in
Ethiopia. Despite the lack of evidence
of success to support these projects,
the Bank is going ahead with a
planned scale-up operation in
Bangladesh and starting up a new
