Children's Ombudsperson

In its 2011 Observations, the Committee on the Rights of the Child reiterated its long-standing concern about "the absence of significant progress towards the establishment of an independent mechanism with a mandate to regularly monitor progress in the fulfilment of rights under the Convention, and which is empowered to receive and address complaints from children". The Committee encouraged the State to establish such a body, either as a child specific unit within a national human rights institution or, preferably, as a separate mechanism such as an Ombudsperson.
