Sudan established a Human Rights Advisory Council in 1994, and in 2007 the Council created a unit specific to children “to review international and regional conventions and protocols on children, to follow up on the implementation of domestic legislation on children and to raise awareness of human rights and international humanitarian law.” The Council, however, remains under the powers of the government, and a National Human Rights Commission Act was adopted in April 2009 with the view of creating a fully independent national human rights institution. The Commission has yet to be established and, according to the Committee on the Rights of the Child, “there is currently no independent national mechanism to monitor the implementation of the Convention, receive complaints of child rights violations and take appropriate remedial action.”
