Children's Ombudsperson

Outside of the courts, Serbia has a system of ombudsmen to ensure compliance with human rights in the administrative sphere, including a deputy responsible for the rights of the child. No specific reference, however, is made in the mandate of the deputy to the Convention on the Rights of the Child.

The Committee on the Rights of the Child welcomed the implementation of a system of ombudsmen with the powers to initiate criminal, disciplinary and other procedures in case of human rights violations., particularly a deputy specialising in the rights of the child. However; concluding observations of the CRC in 2008 noted that such a deputy was yet to be elected, and that the mandate of the deputy did not include ensuring compliance with the Convention.

The Committee on the Rights of the Child was established within the Serbian National Assembly in 2012, tasked with overseeing the adoption of laws to implement children's rights.
