Report to Lithuanian Government by European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment

Summary: The Council of Europe’s Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published the report on its visit to Lithuania in February 2004, together with the response of the Lithuanian Government. These documents have been made public at the request of the Lithuanian authorities.

During the 2004 visit, the CPT followed up a number of issues examined during its first visit to to the country in 2000. Particular attention was paid to the treatment of persons detained by the police and the legal safeguards provided to such persons, as well as to the conditions of detention in prisons and police establishments. For the first time in Lithuania, the Committee visited a juvenile prison and a psychiatric hospital. Read this section of the report.
