UNICEF's MONEE Project in Central and Eastern Europe and the
former Soviet Union

The market-oriented transition in Eastern Europe and in the
countries of the former Soviet Union has led to increased efforts
to review development and policy formulation in the region on the
part of the international community. This paper outlines the
goals, organisation and methodology of UNICEF's MONEE project,
one of the most authorative attempts to monitor the situation of
children and women in the former Soviet-Bloc. The project,
through a series of reports on child and family well-being, has
had a remarkable impact on policy makers, academics, politicians
and members of the public. By drawing comparison with similar
analytical efforts, this paper highlights the distinctive features of
the project.
