Children's Ombudsperson
The Office of the Ombudsman was established pursuant to the 1992 Constitution of Paraguay “to safeguard human rights, handle complaints from the public and protect community interests”. In October 2005, the Department for Children and Young Persons was created within the Office of the Ombudsman to specifically address violations of children's rights by the judiciary, administrative authorities and private individuals. While welcoming the creation of the new Department for Children and Young Persons, the Committee on the Rights of the Child has expressed concern about the limited staff available to the Office, as well as what they perceived as an unclear mandate of the body. The Committee also recommended that the Office take steps to improve the dissemination of the Ombudsman's reports, particular with a view to making them accessible to children.
