Children's Ombudsperson

New Zealand has an Office of the Commissioner for Children and a National Human Rights Commission, both of which are independent. The Commissioner for Children was first established by the Children, Young Persons and Their Families Act 1989, but since 2003 has been acting under the Children Commissioner Act 2003.  The Children's Commissioner is unable to receive complaints, but regularly publishes reports that relate to children's rights issues that arise from its monitoring and invesigative functions.
