Children's Ombudsperson
In 2007, the Government of Montenegro established the Council for the Rights of the Child, charged with, among other things, monitoring the implementation of the National Plan of Action; protecting and promoting the rights of the child; and monitoring the fulfilment of Montenegro's obligations under the Convention on the Rights of the Child and other international agreements related to children's rights. There is currently no independent Ombudsperson with the power to review the situation of children's rights in the country or to receive complaints from children directly, although the government reports that there are plans to introduce a department on children's rights within the Office of the Protector of Human Rights and Freedoms. However, the Committee on the Rights of the Child noted that this Office has a poorly defined mandate and insufficient resources devoted to children's rights.
