This report reveals that across Europe and Central Asia the rate of children in formal care is going up, even during the years when the same countries experienced economic growth. It documents that reforms of child care systems remain incomplete and that progress is even among countries. Structural changes which are happening in almost all countries in the region have not yet produced real changes in the lives of children who grow up in the formal care system, and the families they come from. Twenty years after the fall of communism and the start of reforms in these countries, the region still have the highest number of children in formal care in the world, more than 1.3 million.
