Children's Ombudsperson

The Indonesian Commission for Child Protection, the National Commission on the Elimination of the Worst Forms of Child Labour and the the National Commission on Human Rights all play a role in monitoring children's rights standards in Indonesia. Nonetheless, in its Concluding Observations of 2004, the Committee on the Rights of the Child expressed concern at “the insufficient guarantees of independence and impartiality of the National Commission on Human Rights (Komnas HAM)” which the Committee considered hindered it from carrying out its mandate fully. The Committee also expressed its concern that similar problems might impair the work of the National Commission for Child Protection.

The Committee recommended that the State ensure coordination between the National Commission on Human Rights, the National Commission for Child Protection and the National Commission on the Elimination of the Worst Forms of Child Labour. The Committee also urged the State to ensure that the three Commissions were given the power to conduct investigations and to receive and address complaints from children, including those related to armed conflict.
